If an existing questionnaire does not exist to tap into a construct, is it better to change the instructions of a preexisting measure that isn’t quite tapping into the variable of interest to have people think about the situation of interest, or is it okay to have one of the predictors be assessed by a questionnaire I created for this purpose (not validated)?
I guess it depends on how much you're modifying the existing questionnaire. If its slight, than I guess it would be ok... You'll just need to double check the reliability and factor structure. You can also ask a few expert judges to determine whether the modified questionnaire still has face and content validity.
