How do you move he head of a bone with respect to the parent's head location and not the global coordinate system?

(Blender 2.90) I am connecting bones together from a specifications sheet and I need to specify dimensions between bones. I know that you can exactly translate bones with respect to the global coordinate system, but I have not been able to figure out how to do it in the local coordinate system of the parent bone. In other words, the head of the parent should be used as the origin of the head of the child bone.

The orange-ish square button with orange corner outline moves all bones while the little green bone button adjusts just the currently selected bone, but both are with respect to the global coordinate system. I thought there was a way to move the bone in the local system, like an imported mesh, in Blender. How do you do this?

I found this link, but I am not doing python programming, just trying to type in the translation components manually.

Maybe there is a way to use the 3d cursor to move in the local coordinate system? I am not sure…
