Wine application and winecfg only works when there is internet connection

This bit weird but lately I notice all my Wine application wont start if I disable the WiFi or internet connection were lost .
When i tried to start winecfg I got this error

0048:err:ole:apartment_createwindowifneeded CreateWindow failed with error 0

And the application crashes ,when I have internet access everything works fine without changing anything .
