Battery different percentage between menu bar and battery preference on Mac OS Big Sur

Why my mac has different battery percentage between menu bar and battery preference?
Maybe it’s battery optimization like this question but why the different message(not Battery is not charging like that question) and also I can’t find menu/option called ‘Optimized battery charging‘ on battery preference.
