World border set commands in datapack not working

In the datapack (in load.mcfunction) my

execute at @s run worldborder center ~ ~

command will work but not my

execute as @a at @s run worldborder set 1 10

for some reason. It even works when I enter it into a command block or enter it manually into the chat. What’s the issue and how can I fix it?
