What town level should you be before switching biomes?

I just finished the quest line for the Summer Biome and am camp level 7. Last time I advanced biomes, I didn’t know what was happening, and so I was unprepared for the new thirst modifiers in Summer.

What is a good town level to advance through each biome? What modifiers should I prepare for before moving into Fall, or Winter?
