What is this thing on new 3ds xl?

On my (and all other) “new 3ds xl” there is a grey thing on the right side near the top screen, It looks like a button and it’s next to the bottom screen and straight above the “y” button and diangonal to the “x” button.
I used to have a normal 3ds but I don’t think there was one on it.
What is it and what does it do?

As per the Nintendo site there is this image that explains the button I believe you are talking about. The C stick.

It is supposed to act as an extra joystick (i.e. looking around in Minecraft).
