server member can't teleport to public waypoints (aternos, paper)

I am the server owner and op. I used luckperms to give everyone permissions to use the Md5Lukas waypoints plugin. I can set and teleport to public waypoints but when the other members (not op) try, it says they have no permission. they can open the waypoints gui tho and set the waypoint (so a line of flames points towards the waypoint) they just cant teleport or set a new one. What am I supposed to do to make them able to do that?
