reload region around current user minecraft

I’m using the spigot minecraft server and I’ve been playing with using a web app to send block update information to the server via changes to a mysql database. I could have a better approach using modifications to the chunk via a region file, but I’m not sure how to trigger a "reload" of a region or a chunk if I modify part of its ".mca". How do I reload a region in spigot who’s file I’ve modified with an external program? Can it be a region the user is in presently? Thanks!
