Player 1's Wii remote works on Home button screen, but not on Mario Party 10

I’m trying to play Mario Party 10, but Player 1’s cursor doesn’t work on the Mario Party screen. It works on the screen you get by pressing the Home button, though. All of this is true even if we try using a different Wii remote.

Can someone please help me figure this out? Thanks.
