One of my miis wont make friends

In Tomodachi Life i just have this one mii that just has one friend and refuses to make friends with anybody else.
Is there a way to force a mii to start making friends with other people? Is it her personality? (Outgoing trendsetter)
A lot of my mii comunity consists of a lot of different personalities so i dont understand why she doesnt want to be friends with anybody else.
And is there any way to force a mii to meet another more specific mii? I wanted to pair her with this one mii but she just doesnt even want to meet him and i dont understand why.
