Minecraft Skin Overlay doesn't show up

I know that this question gets asked a lot, but the answers never fit to my problem.
So i created a Skin on "Nova Skins". On the Skin is a second Layer (So its more realistic) But when i play multiplayer or offline, alone. (I play 16.1.3) it dosen’t show up. It only shows the first layer, but not the second layer.
My Minecraft launcher shows the skin fully with the two layers, but still its not in the gameplay. This is my first time having problems with that, it always worked. I already looked the options threw and turned everything on but nothing works.
