Making a spawn egg that spawns minecart spawners that will spawn non pig mobs without op

Is there a command that gives you a spawn egg that will spawn a spawner minecart that can spawn a cow? It seems to only work with op on servers, but is there a different command that will work?

I tried doing:

give @p enderman_spawn_egg{EntityTag:{id:"minecraft:spawner_minecart",SpawnCount:1s,SpawnPotentials:[{Weight:1, Entity: {id: "minecraft:falling_block",DropItem:0b,Motion:[0.0,1.0,0.0],Time:1b}}],SpawnRange:2s,Delay:5s,MaxSpawnDelay:5s,MinSpawnDelay:4s,MaxNearbyEntities:3s,SpawnData:{id:falling_block,Time:1b,Motion:[0.0,1.0,0.0],DropItem:0b},RequiredPlayerRange: 10}}

to give myself the spawn egg to spawn the spawner minecart with the custom nbt. This does work when I am opped but without op, it doesn’t work. I am looking for an alternate method to this command that allows me to get the custom spawner without op.
