How to keep only a certain amount of 1 mob in an area

Every time I walk into a pressure plate, 3 zombies spawn, and I only want there to be a maximum of 3 zombies in the area at any time. How can I make it so that if I used the pressure plate again, the zombies won’t spawn unless again they were killed?
