How to get rid of the Province Decisions notification?

I am playing Europa Universalis 3. At the top of my screen there is a tag asking me to make a decision for a province: To expand the bureaucracy. I do not seem able to decline these decisions, so the tag just stays sitting there, failing to notify me when actually new decisions are available.

Is there any way to decline decisions, or otherwise clear the tag?
