How to collect taxes from other regions in SimCity(Android app)?

The ‘Total Population’ number under City Hall correctly displays the population across regions. But the ‘Daily income’ does not increase until we upgrade a building of the Capital City. The number of people in other regions dont matter. Anyone knows how to collect taxes from other regions too? I checked, there is no option to build City Hall in regions.
