How can I hae my soldiers get both perks in enemy within?

Quite obviously, not within the vanilla game but through some mod.

How to actually do so? Which mods? How to install it?

I wanted to try long war. Before I do that, I want to try this mod first:

The mod allows me to have all my soldiers get all perks per rank.

Does this work, for the vanilla, enemy within?

If not, is there another way to accomplish this for vanilla?
