Giving specific players whack effects. ( Wither touched)

Question

So I want to create an action for a specific player when they whack an entity or other player they give them the wither stat on a Forge server in java.
I feel like I can make something with scoreboards but the stat.whatever keeps getting an error.
What should I do?
