Cant join MC servers, keeps saying "Timed Out"

I tried many things. First I turned off the Windows Firewall and gave permission to 25565 and Node.js: Server-side JavaScript for both TCP and UDP separately. Then I checked if the 25565 port is open on my router and it wasn’t. So I tried to forward port 25565 by giving my PC a static ip etc. In other words, I followed like 10 tutorials or something and did everything right as the tutorials said. I couldn’t figure it by myself and decided to call my internet provider another time for opening the 25565 port but then I tried to play with my mobile data and the port checker said it was also closed for 25565. But I tried to play anyway so I logged on and it worked perfectly fine even though it said the 25565 port was closed. So I messaged my friend if his router was closed to port 25565 too because he had no problem with MC servers. And it turns out that his router was closed to port 25565 too. So what can be the problem with my home internet?
