Can anyone help with restarting my PS4?

My PS4 was working perfectly fine a couple days ago, then when I turned it on it gives me the “cannot start ps4, connect DualShock 4 using usb and press the ps button” screen. I have had this issue previously and fixed it but my controllers will not connect when I try this. I have tried the restart button behind L2 numerous times and still no luck. Can anyone please help
