Are higher-level enemies impossible to hit with elemental conditions?

I’ve got a Min Min Lighter and I’m LV 12, using The Sham to absorb tons of a LV 24 Lost Legion Marine’s bullets in the Holodome.

But while I can kill him with Min Min Lights, he’s not being electrocuted.

Is that because I’m too low a level to get them to trigger, and I’d have to get to a closer level?
