Can I know how vice uses .vkm files

I want to be able to use my keyboard with the vice Commodore 64 emulator. Basically, I want to understand how to edit it so say the " on my keyboard puts a " on the emulator. And I want that for all the keys on my keyboard.
This is the layout of my keyboard, and this what the file looks like (got rid of the tutorial):
