Tool to split a video by specifying output file size of each piece

I’m looking for free software for Windows. I want to give it a video as input and have it split the video up into as many pieces as necessary so that each piece is <= a maximum size that I specify. I want to keep the original file, and I’d like to do this in a streamlined fashion so it doesn’t take 50 clicks for each video I want to split. I’m fine using the command line.

This is similar to this question but I only want to split by file size, and I want to support as many video formats as possible.
