Hessian matrix on paul trap?

Im working with a paul trap, where it has end caps $pm z_0$ with $V_0$ and a ring between them with radii $r_0$ and potential $-V_0$, how does the hessian matrix tell us that a paul trap can’t trap positive ions? Like I know why it doesn’t work, but how does the hessian tell us also that?
