QGIS: Joining BCGS .csv color HEX file to BCGS polygon .shp

I know that topic has been brought up, but I still don’t get it.
Please, see the 2 pictures below: what do I missed?
It seems like I can join the .csv but the colors still don’t show correctly. The only colors working are from the QGIS categorized random ramp. I want the standard BCGS colors from the .csv to be applied to the .shp.
