Geotiff files - Zoom into a specific zipcode/latlong/apn

I am new to Geo tools.

I am trying to assess the DSM/DEM of buildings in specific cities. So far, I could obtain a geotiff file from https://earthexplorer.usgs.gov/ and plot maps of the entire earth using rasterio in python following this tutorial: https://www.earthdatascience.org/courses/use-data-open-source-python/intro-raster-data-python/fundamentals-raster-data/

After much research, I am unable to find an easy way to zoom to the granularity of a single apn/house and plot its elevation.
