Why are some images not showing the preview icons?

I’ve been noticing this for some time.
I also tried to check the pixels of the previdew image.
And actually in img.preview.icon_pixels[:] and I’m noticing that actually those that don’t show the preview have pixels all at "0"
What happen? Is there any way to force update? Even with a Python script that can force the preview it would be good
