I am using Ubuntu 18.04 currently, but I was facing the same issue on Ubuntu 16.04 also.
The issue is that there seem to be an unequal refresh rate on different parts of my display. So when I am watching a video, I can observe a sort of fluctuating horizontal line, above which the video is a few frames ahead or behind the part below the line. The line keeps changing constantly, so it’s not an error with a fixed portion of the screen. The issue is present constantly, so even when I am scrolling through some website it is there, but it is much less observable naturally.

(I recommend downloading the video if it is unclear, as I have recorded in 1080p but drive is only displaying 360p)
I do not experience the same issue on my Dual Booted Windows 10. I also tried screen recording and sending the clip to another device. On that device, this issue was not visible in the clip.
Any help with this will be appreciated.
